Get account run spans

Use registry__get_trace_spans after registry__get_trace shows that a run needs step-level inspection.

Required input: trace_id.
Optional inputs: user_id, limit, cursor, session_id, and Gateway’s rationale.
Limit: defaults to 20 and accepts at most 100.
Effect: read only.

Pass cursor back unchanged to read the next page.
