Get an account run

Use registry__get_trace after finding a trace ID.

Required input: trace_id.
Optional inputs: user_id, session_id, and Gateway’s rationale.
Returns: timing, cost, status, and run structure.
Effect: read only.

A run outside the caller’s visibility returns the same result as a missing run.
