## Features

### Self-refreshing MCP tool catalogue

The MCP gateway now serves agents a catalogue of each registered server's tools.
It refreshes a server's tools when the server is registered, hourly (except a
server that signs in with each caller's own account), and when an editor of the
server runs `POST /mcp/v1/servers/{server_id}/test`. The new `POST
/mcp/v1/servers/\{server_id\}/refresh` applies what changed at once, or with
`is_dry_run` only reports it.

Each change is recorded on the server: its `catalogue_change` names the tools
that change added, updated, and removed. A server's tools are listed live until
it is first catalogued, when its `catalogue_state` reads `catalogued`. After
that, a call to a tool missing from its catalogue is refused with the reason
`uncatalogued` until a refresh adds it.
